First player to 10 Victory Points via public + secret objectives + Custodian/Imperial bonus.

Rules

Basic rules

  • Each round: 4 phases — Strategy, Action, Status, Agenda

    Strategy = pick 1 of 8 cards. Action = tactical/strategic/component actions. Status = score objectives. Agenda = council votes (after Custodian claimed).

  • Strategy cards determine turn order + special ability

    Card #1 goes first; unpicked cards accumulate bonuses.

  • Tactical action: activate system, move ships, produce units, invade planets

    Command tokens spent to act.

  • Objectives scored during Status phase

    Public objectives (staged over rounds) + secret objectives (2 per player).

  • Political phase votes on Agendas

    Each planet gives 1 vote (or trade goods); influence council decisions.

  • First to 10 VP wins

    Usually 6-8 rounds; long game.

10 VP wins. Score from public objectives (1-2 VP each) + secret objectives (1 VP) + Custodian bonus + Imperial strategy card + certain objectives.
